Non-Participating Members
47. (1) Members who do not participate in the meeting are to be taken to have given a proxy to the chairman to authorise the chairman from time to time to vote on their behalf.
(2) In this rule, “chairman” does not refer to the person chairing the meeting, but refers to the person occupying the position of chairman.
